The new bid is for fixed wing flight over the Hay Mountain portion of the Company’s Tombstone Super Project in Cochise County, AZ. According to this latest bid, Liberty Star will see a savings of over 50% from the original helicopter borne proposal. Liberty Star is going forward with Geotech’s required 50% deposit to begin the fixed wing ZTEM program within the next two to three weeks. The aircraft and staff are available within that time frame.

Total costs, including program mobilization/demobilization, the over-flight of the ZTEM survey, and reporting are $174,100.

Comments Liberty Star CEO/Chief Geologist Jim Briscoe: “While the new bid from Geotech is less than half the dollar amount of the original bid, Geotech assures us that the quality of the fixed wing program is similar to that of the original helicopter borne proposal. I have studied the Tombstone area for more than 40 years which includes numerous independent data and believe the ZTEM information will lead to information at depth below the geochemically indicated mineral bodies and thus more precise targeting for the drilling program to follow. The permitting process continues as we work on the Arizona State Land Department plans of operation requirements. One of these was submitted 4/25 with more to follow. The ZTEM does not require a permit as the airborne EM has no effect on the land. With drilling we expect to intersect porphyry copper, gold, moly, zinc and possibly rare earth elements as indicated in previous data including recent geochemical studies. The immediate task at hand is to fly the ZTEM survey. Of course continued funding remains an imperative as well.”

Forward Looking Statements

Statements in this news release that are not historical are forward-looking statements. Forward-looking statements in this news release include our exploration plans, that total ZTEM costs are $174,100; and that ZTEM information will lead to information at depth below the geochemically indicated mineral bodies and thus more precise targeting for the drilling program to follow. Factors which may delay or prevent these forward-looking statements from being realized include: we may not be able to raise sufficient funds to complete our intended exploration, keep our properties or carry on operations; there may be cost overruns; misinterpretation of data is possible; and we may be unable to continue exploration due to permitting requirements, weather, logistical problems, labor or equipment problems or hazards even if funds are available. Despite encouraging data there may be no commercially exploitable mineralization on our properties. Readers should refer to the risk disclosures in the Company’s recent 10-K and the Company’s other periodic reports filed from time to time with the Securities and Exchange Commission.

Comments CEO/Chief Geologist Jim Briscoe: “While we would like to move even faster on our Hay Mountain project it is clear we are progressing toward drilling. ZTEM electromagnetic (EM) studies are essential to a modern, efficient drilling program in the porphyry copper-caldera setting and I believe the surveys will identify strong porphyry copper and associated metals targets. Should we obtain adequate funding, the process can continue quite soon.”

About Hay Mountain, Southeast Arizona

The Hay Mountain block of the Tombstone Super Project (Cochise County, Arizona) consists of 57 unpatented federal lode mining claims in addition to 15 Arizona State Mineral Exploration Permits (MEPs). MEPs are the first step in completing an Arizona State Land Mining Lease. The Company has completed the required assessment work to hold the MEPs. This land position covers a geologically, geophysically and geochemically indicated, completely covered, porphyry copper-moly-silver-gold, and rare earth elements mineral center. One major target within the Hay Mountain claim block is defined along with four other smaller targets. Liberty Star has recently discovered a large intrusion – indicated by an aerially extensive low flight level magnetic survey – under and partially exposed in and around the Tombstone caldera (NR 129). Mineralization is clearly associated with this intrusive body.

Forward Looking Statements

Statements in this news release that are not historical are forward-looking statements. Forward-looking statements in this news release include our exploration plans, that ZTEM airborne and modelling will identify strong porphyry copper and associated metals targets, that airborne ZTEM will start shortly; and that we can save money using a fixed wing airplane method. Factors which may delay or prevent these forward-looking statements from being realized include: we may not be able to raise sufficient funds to complete our intended exploration, keep our properties or carry on operations; and we may be unable to continue exploration due to permitting requirements, weather, logistical problems, labor or equipment problems or hazards even if funds are available. Despite encouraging data there may be no commercially exploitable mineralization on our properties. Readers should refer to the risk disclosures in the Company’s recent 10-K and the Company’s other periodic reports filed from time to time with the Securities and Exchange Commission.

The helicopter borne flight will take about a week, assuming good weather. Modeling and analysis of the data will take approximately 2 weeks.

Other highlights for the 1st quarter 2013:

Operational overhead has been substantially reduced. The Company no longer maintains offices separate from the Kolb Rd. warehouse, and the small headquarters office at Sutler Lane, central Tucson. A new accounting firm has been engaged based on its competitive pricing and specialization in the small cap and mining industries. These and other measures will save approximately $150,000 per year in operating overhead.

The second archeological study announced in NR 148 (Feb 22 “Liberty Star Completes Archeological Study on Hay Mountain MEPs”) has been completed and has been sent to the Arizona State Land Department in order that we can obtain permits for geochem sample collection and future drill siting if warranted in our northern most MEPs (Mineral Exploration Permits). No archaeological remains were identified in this survey.

Comments CEO and Chief Geologist Jim Briscoe: “By cutting costs on an already lean operation and judiciously drawing down on the Deer Valley funding we are able to move ahead at Hay Mountain. ZTEM will allow us to manage our targets efficiently and at a substantially lower cost than without it. I was an early adopter of ZTEM technology, which is now almost a standard procedure for porphyry copper targets throughout the world.”

Mineralization is clearly associated with this intrusive body.

http://finance.yahoo.com/news/hidden-ways-play-uranium-revival-130000722.html

2/26/2013

Hidden Ways to Play Uranium’s Revival

There’s little doubt that uranium stocks have turned around recently, with Cameco Corporation (CCJ) jumping more than 30% over the past three months. The move is being driven by Japan’s new leadership – perhaps more likely to embrace nuclear power – and sharp production cuts expected from Russia with the expiration of a 24 million pound per year agreement. Analysts expect these trends and others – like new plants coming online in China – to culminate in a 13% rise in global uranium demand by 2013, but production will have a hard time keeping up at current levels.

Investors looking to capitalize on these trends have a few options. Purchasing stock in uranium producers like Cameco Corporation or Denison Mines Corp (NYSE AMEX: DNN) is a conservative option that enables investors to capitalize on the likely higher pricing environment. But, junior mining companies holding uranium reserves could have greater upside potential, given their smaller starting market capitalizations and the potential for M&A – a trend that may have started with ARMZ’s $1.3 billion bid to buy the rest of Uranium One (TSX:UUU).

Junior Miner with Hidden Exposure

Liberty Star Uranium & Metals Corp. (LBSR) may have made recent headlines with its copper and rare earth metal opportunities, but its North Pipes Super Project could offer large exposure to uranium. According to the U.S. Geological Survey, the breccia pipes in the region are of high grade compared to sediment hosted roll front deposits mined throughout the Western U.S., with an estimated potential average grade for ore bearing pipes of about 0.7% to 0.8% uranium – or about 14 to 16 pounds or more of uranium per ton.

The company owns 417 Federal Lode Mining Claims in numerous targeted breccia pipes covering 13.45 square miles. And perhaps more significantly, these claims are 100% owned by the firm without any royalties attached, and have already had a drilling program completed in December 2007 through January of 2008. Mines in the region have produced some 26 million pounds of uranium, with some known ore bodies having contained 55% uranium (1,100 pounds per ton), signaling potentially enormous opportunities within the company’s property.

“We have one pipe target, as yet untested, about 2,400 feet from the Arizona #1 Mine [Dennison Mine], which has been announced will be put back into production and we have 13 more pipe targets covered by approximately six square miles of mining claims surrounding the entire mine area,” said CEO James Briscoe in a 2007 press release. A subsequent November 2011 press release, Mr. Briscoe added, “we have outstanding targets indicated by geology, geochemistry and VTEM geophysics.”

Additional Catalysts

Aside from its uranium exposure, Liberty Star also has exposure to porphyry copper and rare earth metals. With the company’s Tombstone Super Project in Arizona, the company expects there to be significant copper given its proximity to the Bisbee open pit and underground copper mine. Recent geochemical surveys also showed the presence of four rare earth metals, including scandium, yttrium, lanthanum and cerium within a nine square mile anomaly. Notably, these were the only four of REEs surveyed for and the company will re-assay these samples for the 13 other REEs to determine if they are present. The presence of these REEs could prove significant given global supply/demand dynamics and the fact that this would be a domestic source.

The company’s Big Chunk Super Project remains a second major opportunity for investors with 229 mining claims covering 55 square miles in Alaska, as well as 184 additional claims within its North Block. In August 2012, the company began its scout exploration plan, with intentions to conduct additional activity in late spring and early summer of 2013. Positive results from these exploratory surveys could result in an eventual joint venture agreement with a commercialization partner.

Great Opportunity for Investors

Liberty Star represents a great opportunity for investors at its current levels, trading at market capitalization of just $8.7 million. With uranium prices on the rise, the company’s North Pipes Super Project could become a highly desirable U.S. property, especially given the region’s rich history of uranium mining. Investors could also benefit from additional upside in the firm’s porphyry copper and potential rare earth metal exposure, which both provide potential catalysts for the stock moving into 2013 and beyond.

The Report fulfills the ASLD requirement to complete an archeological study of Company lands held under State Mineral Exploration Permits (“MEPs”) which can now be surface sampled and drilled, with discovery leading to State Mineral Leases. This report will be available on the Company web site. The Report, submitted by Jim Moses of Antigua Archeology, LLC, found no substantial archeological remains that would delay exploration of the Hay Mountain MEPs. Liberty Star also holds federal mining claims in adjacent areas over federal land. These claims do not require an archaeologic study, and have already been sampled.

The Arizona MEP process requires the submission of archeological studies in a professional archaeological report, which the state will evaluate and approve recommendations. This approval precedes all geologic field work which disturbs the surface, including geochemical studies. The Company directed Antigua to cover all possibilities for future geochemical and drilling activities, in order that the Company has the freedom to select its own priorities for such work without permitting delays. As a result, on approval, the Company may conduct sampling in increments to determine where it is most important to have a close spaced survey grid in preparation to determine final positioning of drill holes. The Report submitted today to ASLD comprised 32 potential drill sites along with 5.45 miles of associated access roads. Additional sample lines were included so that a square grid survey (at 100 meters x 100 meters) would allow the field staff to conduct further work to help more closely define the details of the anomaly which thus far has included markers for gold, copper, moly, lead and rare earth elements (4 of 17).

The 100 meter sampling grid, which if carried out within both the REE, gold, copper, moly & lead anomalies would require another 2,672 samples. Liberty Star will do further sampling in increments to determine where it is most important to have a close spaced grid in preparation to final positioning of drill holes, from a selection of the 32 permitted sites, as well as others on the federal mining claims. Because of the cost-effectiveness of doing this required archaeological study while the archeological assessment team is on site rather than a piecemeal approach, the Company ordered the additional drill and geochemical sites surveyed, as well as currently identified potential drill targets. These multiple additional permitted sites will allow Liberty Star to have more options of drill site selection during the exploratory drilling phase.

Additionally, Liberty Star has approximately two square miles of State MEPs that were acquired after the initial geochem results were plotted on maps over previously acquired land. Antigua Archaeology will complete another survey and report of the additional lands which, on approval of the ASLD, will then undergo initial geochemical sampling for 77 elements, including all 17 rare earth elements at our initial sample grid of 200 meters by 400 meters. Interpretation will determine if we will keep these MEPs and do further geochem work leading to drilling on them.

This land position covers a geologically, geophysically and geochemically indicated completely covered porphyry copper-moly-silver-gold, and rare earth elements mineral center.

Also, preliminary archaeology surveys of the new sample locations are nearing completion.

“Rethinking Rare Earth Element Potential in Arizona”

As the worldwide demand for rare earth elements exploration heats up, the Hay Mountain rare earth anomaly covering at least 7 to 9 square miles gains importance. Until the Liberty Star discovery Arizona had no important REE occurrences (“Rethinking Rare Earth Element Potential in Arizona,” Lee Allison 11/15/2012). We have samples of one heavy rare earth (yttrium) plus three light rare earths (see below) and are now planning to define the potential of this area by running assays for the 13 REEs that haven’t been run yet as well as taking additional samples for better definition of the anomalies.

Rock, soil and vegetation samples will be collected on recently acquired claims (NR 143) and in between existing samples to identify and refine additional targets for porphyry copper and associated minerals including gold, silver, moly, zinc and a number of rare earth elements. According to Arizona State Land Department regulations an additional archeology study will be required before work can begin. The field work for this study is within a few days’ completion. Only two very small archaeological sites which are insignificant have been located to date.

As samples from this new geochemical study reach our certified assay lab, ALS Geochemistry in Vancouver, they will undergo analysis for all 17 rare earth elements. Previous assay work on TSP samples included review for only four rare earth elements (scandium, yttrium, lanthanum and cerium), which were present in soil samples (NR 122) and vegetation samples (NR 123). Also, Liberty Star will request that assay work for additional REEs be completed on samples submitted to the ALS facility in 2012 (NR 127).

States Liberty Star’s CEO and Chief Geologist Jim Briscoe: “This round of geochemical studies is part of our methodical approach to exploration we must undertake so that a ZTEM survey can be flown over the larger Tombstone Super Project area this spring. It is important that we have these geochemical studies plotted to better understand where to map targets at Hay Mountain. While time-consuming, these studies can make for a highly efficient drilling program.”

Forward-Looking Statements

Statements in this news release that are not historical are forward-looking statements. Forward-looking statements in this news release include our exploration plans, that field work for the archeology study will be completed soon, that sampling will be started shortly; and that analysis would determine whether REE exists. Factors which may delay or prevent these forward-looking statements from being realized include: the failure of our exploration program to identify targets; we may not be able to raise sufficient funds to complete our intended exploration, keep our properties or carry on operations; and an inability to continue exploration due to weather, logistical problems, labor or equipment problems or hazards even if funds are available. Despite encouraging data there may be no commercially exploitable mineralization on our properties. Readers should refer to the risk disclosures in the Company’s recent 10-K and the Company’s other periodic reports filed from time to time with the Securities and Exchange Commission.
