Comments on Excelsior Mining’s completion of ADEQ requirements

By James A. Briscoe CEO/Chief Geologist 10.23.2017

Continuing with important news from southeast Arizona. Excelsior Mining has announced that the Arizona Department of Environmental Quality (“ADEQ”) has confirmed that the mandated 30-day appeal period has ended without appeal for Excelsior’s Aquifer Protection Permit (“APP”) for the Gunnison Copper Project.

This is an important requirement allowing Excelsior to move toward completing the goal of accomplishing the entire state permitting process for the Gunnison Copper Project within a two-year timeframe.  From their Oct. 11th news release:

“Excelsior continues to work with the federal Environmental Protection Agency towards the issuance of an Underground Injection Control (UIC) Permit, which is the last of the three key operating permits required. Excelsior expects a draft UIC Permit will be issued for public comment soon.”

The Gunnison Copper Project, about 30 miles to the north of Hay Mountain (See map) plans to operate a staged production model allowing future development to be funded from earned cash flow: a model that might  be pursued by Liberty Star at Hay Mountain assuming proper metallurgical conditions

A year ago, it seemed impossible to consider the state permitting process moving along at a reasonable pace. Change is happening now in southeast Arizona.  This is almost all governmental policy and there have been enormous changes in both the Federal and State regulatory agencies.  I also have some acquaintances in both areas that may help with such permitting.  Public outreach is important and planned at Hay Mountain.
